Public listing on cards for Haryana power discoms, prepaid meter scheme may start from govt offices | Chandigarh News - The Indian Express

Haryana power discoms — Uttar Haryana Bijli Vitaran Nigam (UHBVN) and Dakshin Haryana Bijli Vitaran Nigam (DHBVN) — may be considered for public listing. The suggestion was made during a meeting chaired by Union Minister for Power, Housing and Urban Affairs Manohar Lal Khattar on Friday.

The state is also likely to implement the prepaid meter scheme that will initially be launched in government offices.

Khattar also suggested that “for the convenience of consumers, separate electricity bills should be generated for domestic and commercial categories”.

In two set of meetings with Haryana officers, Khattar reviewed several projects and discussed the Centre’s vision for several projects in the departments covered under power and urban local bodies.

After the meetings, speaking with media persons, Khattar lauded Haryana’s power policy saying that “Haryana’s power policy has resulted in reduction of line losses (aggregate technical and commercial {AT&C} losses) from 34 per cent in 2014 to 10 per cent, today”.

He added, “Haryana’s power policy is being appreciated nationwide. Haryana’s power discoms are now ranked A+. Meetings are being held with all the states regarding schemes of power and urban local bodies departments. In this series, two meetings have been held with Haryana too. Detailed discussions were held today to address present and future power requirements and strengthening transmission lines through initiatives like Revamped Distribution Sector Scheme (RDSS). During the meeting, there was also a suggestion to consider public listing for Haryana power discoms, which could serve as a model for other states”.

“The Central government grants funds for the prepaid meter scheme, which will initially be implemented in government offices and then gradually expanded based on its success. Discussions on solar energy have also been held during these meetings. As the availability of land in Haryana remains an issue for execution of solar energy projects, the state will look to advance rooftop solar policies. Each state has unique circumstances — hydropower projects are suitable for Himachal Pradesh while Haryana and Punjab are more reliant on thermal power plants,” Khattar said.

Talking about urban development, the minister said, “Urban development plans were also discussed during the meeting. Under the Pradhan Mantri Awas Yojana (PMAY), an initial goal of 1 crore homes has been achieved, with another one crore being planned. According to SECC (Socio Economic Caste Census) data, eligible beneficiaries will receive benefits, and new surveys will be conducted to ensure that all eligible individuals can access these welfare schemes. In cities where metro services are already operational, expanding the metro network is a priority. Proposals have been received for metro systems in cities like Ambala, Ambala Cantonment, Yamunanagar, and Jagadhri, which will be considered. Additionally, 450 new buses will be added under the PM e-Bus Service to strengthen urban transport.”

“Directions have been issued to expedite the cleanliness campaign in Haryana. Under the Swachh Bharat 2.0 Project, solid waste management and waste disposal are being reviewed. Waste disposal plants are being established. An MoU with NTPC (National Thermal Power Corporation) has been signed to set up a plant to produce charcoal from waste in Faridabad,” he said.

The key topics discussed in the meetings chaired by Khattar included PM e-Bus Sewa, urban transport, Atal Mission for Rejuvenation and Urban Transformation (AMRUT), the Smart City initiative, the Swachh Bharat Mission-Urban, the Deen Dayal Antyodaya Yojana – National Urban Livelihood Mission, PM Swanidhi, and the Pradhan Mantri Awas Yojana-Urban.
